New CBP Immigration Fees Effective September 30, 2025

Client Alert!

Pursuant to H.R. 1, U.S. Customs and Border Protection (CBP) will begin assessing new immigration-related fees on September 30, 2025.

Key Changes

  • Form I-94 (land border entries): Fee increases from $6 to $30 ($6 existing fee + $24 new H.R. 1 fee).
  • ESTA (Visa Waiver Program): Fee increases from $21 to $40.
  • EVUS Enrollment (certain PRC nationals with 10-yr B1/B2 visas): New $30 fee.

Important Notes

  • These fees apply only to applications and enrollments on or after September 30, 2025.
  • CBP will not assess the I-94 fee for air or sea arrivals.
  • Fees will adjust annually for inflation starting in FY 2026.
  • No waivers are available for these new H.R. 1 fees.
