Social Security Administration Pauses “Enumeration Beyond Entry” Program

The Social Security Administration (SSA) has quietly paused major components of its Enumeration Beyond Entry (EBE) program, a move that could impact immigrants applying for Social Security Numbers (SSNs) through their USCIS forms.

What Was the EBE Program?

The EBE program, launched in 2017 under the Trump Administration, allowed eligible applicants filing Form I-765 (Application for Employment Authorization), Form I-485 (Application to Adjust Status), or Form N-400 (Application for Naturalization) to simultaneously request an SSN or replacement SSN card. When applicants opted in, USCIS electronically transmitted their data to the SSA after approval, and an SSN card was automatically mailed—eliminating the need to visit an SSA office in person.

What Changed?

As of March 19, 2025, the SSA has paused this automatic data-sharing process. Individuals who recently filed or will file one of the above forms may no longer receive their SSN cards by mail, even if they requested one as part of the application process.

What You Should Do:

  • If you do not receive your SSN card in the mail, you should visit a local SSA office in person to request your SSN.
  • To find your nearest SSA office, use the SSA Office Locator: https://secure.ssa.gov/ICON/main.jsp.

Important Note:

The SSA has not issued any public notice regarding this pause in the EBE program. Applicants should remain vigilant and proactive in following up on their SSN requests.
